„Please accept the following as my comment on both the draft General Plan
Update and its draft Environmental Impact Report.‰

„One of the greatest shortcomings of the draft General Plan Update (GPU)
is a failure to specify Action Items or Implementation Measures to assure
that the most critically important of the proposed policies will be put
into effect in the shortest possible time.  The few Action Items the GPU
specifies are weak because they fail to prioritize tasks, establish
timelines, or identify who will be responsible for carrying them out.  The
draft Environmental Impact Report (DEIR) fails to identify this absence of
action items and implementation measures and by that failure has not
identified significant impacts of the GPU and feasible mitigation measures
that could be adopted.‰

„The GPU should incorporate clear, detailed Action Items or Implementation
Measures about the following, and the DEIR should identify these measures
as feasible mitigations to identified impacts:‰

**    Create a comprehensive water plan for groundwater and surface water,
including timelines and identification of responsible departments,
personnel, and funding sources.  Tasks should include:

·     50% urine diversion to beneficial use.

·     Reduced gallons per minute proven water reserves for rural homes.

·     More upland water agronomic catchments to compensate for diminished
salmon marine calcium migration inland.

·     Rainy season limited water use area gray water storage for summer
subsoil irrigation of nitrogen and phosphorous, unless stored sealed for
6-12 months to degrade trace human pathogens.

·     Non-disposal options to onsite wastewater systems.

·     No pit privies.

·     No net loss of agricultural soil type lands.

·     Homeless shelters grow food parks/ farms.

**  Providing a centralized source of information for residents and
contractors about water-related programs and permit requirements.

·     Homeowner builder construction permits that do not expire in 2 or 3
years, without paid renewal, so owner built homes can be built without
outside commercial financing.

**   Identifying responsible departments and personnel to work closely
with state and federal agencies to ensure Mendocino County‚s quality,
habitat, and supply needs are met and permit programs are coordinated
whenever possible.

·     Municipal water treatment sequestration, of urine pollutants of
emerging concern, to redwood trees.

·     Super small homes insulation waver.

·     Non-water disposed feces bio-remediation ˆ various systems ˆ fed to
dogs/pigs, fed to earthworms in one foot deep bottom screened rainfall
covered bins, or other living system options, directed to orchards and
tree crops. Respond to state on-site wastewater treatment DEIR just issued
with comment deadline February 2009.

·     Global ice melt speeding up exponentially. Plan for ocean rising 23
ft to max 230 ft within next 20 years.

·     New capital improvement public structures of all sorts should be
built with the capability to add emergency and long duration homeless
tourist survivalist units.

Incorporating these Implementation Measures in the GPU and the DEIR, as
well as mixing and matching where they would best fit in the overall draft
document with further study of the fundamental issues, would greatly
strengthen the documents and lead to better land use planning in Mendocino
County.
